About the role

Job Description:

The Director, Project Controls plays a pivotal role in ensuring the successful and cost-effective tracking and delivery of projects and outages within the Service and Project Management Organizations. This role oversees a team of planners and cost controls professionals, ensuring successful project and outage delivery on time, within budget, and meeting specifications.

Key Responsibilities:

* Lead the development and implementation of a comprehensive project controls strategy that aligns with the organization's overall goals.

* Lead the Planning Center of Excellence (COE), overseeing facilities planners, developing and delivering training programs, and establishing standard outage schedule templates.

* Supervise and lead a team of project controls professionals, planners (direct/indirect staff), and cost controllers.

* Coordinate with Facility Managers, Project Managers (PMs), and PMO leader on reporting, project control activities, and other services.

* Manage the development of procedures for various project control activities, including budget preparation, forecasts, progress validation, cost engineering, and planning/scheduling functions.

* Track the labor utilization and liquidation for PMO, Engineering and other Central Operations departments. Ensure the capitalization levels are properly reported

* Manage cost engineering activities for projects, including developing and implementing cost control systems, overseeing invoice processing, monthly cost reporting, trending, cost variance analysis, funding budgets, and cash flows.

* Manage cost estimating/forecasting activities, including periodic outage/project re-estimates and cost benchmark metrics.

* Collaborate with the Ops Excellence team to ensure Outage Cost Estimate (OCE) compliance. Track actual costs and ensure they align with the estimates.

* Manage planning and scheduling activities, including developing summary and detailed project schedules, progress, and performance monitoring, addressing schedule deviations, and developing workaround solutions. Additionally, plan and manage the execution of internal audits of critical commercial internal control systems.

* Facilitate and oversee the risk assessment, mitigation, and contingency planning process for projects.

* Coordinate and issue necessary project reports, including progress reports, S-curves, cost reports, and schedule updates.

* Develop and implement process improvement initiatives, targeting department efficiency and improvement on data analysis and forecast.

* Ensure full integration between estimating, cost control, planning/scheduling, and risk management functions within projects.

* Collaborate with other functional groups like engineering, sourcing, finance and operations to ensure seamless project integration.

* Ensure that invoices are tracked, confirmed and handed off to Accounts Payable properly.

* Manage cash calls and forecasts to/from Finance.

Qualifications:

* Bachelor's degree in engineering, construction management, business administration, or a related field.

* 10+ years of experience in project controls, within the Energy Industry.

* Proven track record of successfully delivering projects on time, within budget, and to specification.

* In-depth knowledge of project controls principles, methodologies, and best practices.

* Strong understanding of project scheduling, cost estimating, risk management, and Earned Value Management (EVM).

* Excellent communication, interpersonal, and leadership skills.

* Proficient in project controls software (e.g., Primavera P6, Microsoft Project).

Desired Characteristics:

* Strong background in Field Services transformation, especially working experience with the outage team would be a distinct advantage.

* BB/MBB certification and/or a proven education or work history in statistical analysis of complex data and measurement systems.

* Demonstrated leadership capabilities working across a matrixed organization.

* Proven ability to work efficiently with minimal direct supervision. Self-motivated with demonstrated ability to motivate others to achieve results.

* Highly motivated and focused on meeting business commitments, driving change & implementing process improvements.

* Strong oral and written communication skills.

* Strong interpersonal and team building skills.
