The Administrative Manager facilitates the operations of the Property & Evidence department, programs and services, develops Property & Evidence policies and procedures, manages budgets, establishes and modifies office systems, and implements process improvements. This position oversees staff including performance management and evaluations, determines staffing needs and workload trends, recommends new positions, and resolves daily departmental and personnel issues.

Position Qualifications

Education

  • Bachelor's Degree in Business Administration or related field.

Experience

  • Three (3) years of experience handling articles of evidence.

OR

Combined education and experience qualifications

  • Other combinations of education or professional level-related experience may substitute for the education or experience on a year-for-year basis.

Other requirements

  • Within six (6) months of employment or assignment must train, functionally test, and affirm the proficiency of Arizona Criminal Justice Information System (ACJIS) Network TOC certification - retest every two (2) years.
  • Must be able to pass the County Forklift Proficiency License and be certified to operate a forklift - recertify everythree (3) years.
  • Training that may be provided on-the-job: FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
  • Must possess a valid Arizona driver's license or have the ability to obtain by the time of hire.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Our Preferred Candidate has

  • Experience in law enforcement.
  • Five (5) years of experience handling articles of evidence including two (2) years in a supervisory capacity.

Essential Job Tasks

  • Oversees and manages complex operations in the Property and Evidence Division through subordinate supervisors.
  • Establishes short- and long-term goals, strategies, and priorities for the division to support the goals and mission of MCSO.
  • Ensures division accountability and adherence to applicable laws, policies and procedures.
  • Supervises assigned staff and manages division personnel-related activities including hiring, terminations, performance management, and training.
  • Establishes performance goals and objectives for annual performance evaluations for personnel; develops corrective action plans and disciplinary actions as appropriate.
  • Directs division activities to maintain efficiency and timeliness of daily operations; streamlines work processes to improve operations.
  • Coordinates, implements, and monitors projects and assignments to attain division goals and objectives.
  • Provides direction to supervisors and staff to resolve complex issues.
  • Serves as the division's subject matter expert and communicates with the general public, attorneys, and law enforcement personnel regarding inquiries related to the release or storage of property and evidence.
  • Represents MCSO at public hearings, meetings, committees, or task forces to present evidence or information.
  • Develops and implements policies and procedures.
  • Participates in the development of the division budget.
  • Monitors and approves the expenditure of funds to comply with financial procedures.
  • Conducts briefings to Command staff to provide project and program status or issues.
  • Makes presentations to groups to provide information and interpret policies, procedures, and projects.
  • Monitors monthly statistics and prepares detailed reports; oversees and coordinates quarterly firearms reports, capacity reports, and annual reports.
  • Oversees the Property and Evidence Division's receiving and storing of evidence (e.g., weapons, narcotics, drug paraphernalia, biological evidence, currency, bodily fluids, poisons, flammable and explosive material, and unsanitary materials) and property including excess inmate property; ensures division is compliant with established procedures to maintain the safe handling, security, packaging, and identification of items.
  • Prepares and releases evidence and property to authorized personnel for possession, laboratory analysis, examination, or court exhibit in compliance with procedures.
  • Supervises the destroying/disposing of chemical waste, narcotics and unclaimed/unsold firearms following established procedures.
  • Monitors case records to dispose of property no longer needed for evidence purposes; reviews the disposition of criminal cases to prepare impounded property for appropriate treatment as authorized.
  • Provides instruction at the Basic and Advanced training for detention and sworn officers.
  • Manages the Property Division Crime Scene Support Team.
  • Supervises the Towing Services Aide and maintains the division vehicles.
  • Performs other duties as assigned by the Deputy Chief, Chief Deputy, or Command staff.
